Supporting Offshore Wind

EPBC Act referral decision:

The Port of Hastings Corporation has received a decision from the Commonwealth Government that the Victorian Renewable Energy Terminal proposal as referred under the Environment Protection and Biodiversity Conservation (EPBC) Act in August 2023, would have unacceptable impacts on matters protected by the EPBC Act.

We are currently assessing the decision and considering our options.

An update will be provided in due course.

Project background:

The Victorian Renewable Energy Terminal is a proposed dedicated assembly port that will support import, storage, and pre-assembly of offshore wind components, to support offshore wind farms across Victoria.

The Port of Hastings has been selected as the location to establish the terminal, at the 25-hectare Old Tyabb Reclamation Area (OTRA). This vacant Crown Land is located between Esso's Long Island Point and BlueScope Steel wharves.

The site is managed by the Port of Hastings Corporation, is not publicly accessible, and is reserved for port purposes.

The development of suitable port facilities is critical to facilitate the assembly and delivery of offshore wind infrastructure.

Offshore Wind Implementation Statements:

Offshore Wind Implementation Statement 1 was released in March 2022, to provide certainty and to facilitate ongoing collaboration with the community, local government, and industry.

Offshore Wind Implementation Statement 2 was released in March 2023. It providing further details on the procurement approach, policy, legislation and regulatory reform, partnerships and the role VicGrid and Port of Hastings will play in meeting Victoria’s offshore wind ambitions.

Offshore Wind Implementation Statement 3 was released in December 2023. It sets out the Victorian Government’s next steps in developing an offshore wind sector.
