Draft Port Development Strategy 2055

The Port of Hastings Corporation released its draft Port Development Strategy (PDS) 2055 in March 2026.

The draft strategy outlines a 30-year framework to guide the Port of Hastings’ development in achieving its vision of being an essential and sustainable part of Victoria’s economy and energy transition, and a valued contributor to the local community.

Five key strategies underpin the Port of Hastings 2055 vision: ​

  • Supporting the renewable energy transition through offshore wind​

  • Enabling opportunities across the renewable energy supply chain​

  • Growing and diversifying the Port’s trade mix​

  • Recognising the value of the Western Port environment​

  • Protecting the potential of our Port to serve Victoria’s future freight needs​

The draft PDS is a statutory document that has been shaped by industry, government and community engagement over the past two years.

Initial consultation (August 2024)

In 2024, Port of Hastings sought feedback from key stakeholders and the community to inform the draft PDS.

Feedback gathered through the public surveys, stakeholder discussions, briefings and technical engagement was analysed and where appropriate incorporated into the draft PDS.

A number of key themes emerged from the feedback which highlighted the importance of environmental stewardship, social license, land use, local economic benefit derived from the port and balancing the renewable energy transition with existing essential trade.

Consultation on the Draft PDS (March 2026)

The Port of Hastings Corporation sought further feedback on the Draft Port Development Strategy.

The feedback period opened on 10 March 2026, and closed on 31 March 2026.

We are in the process of reviewing your feedback and will provide an update on the progress of the PDS in the coming months.

    Once finalised, the Port Development Strategy becomes a Reference Document in the local planning scheme, meaning it must be considered in relevant planning decisions.

The draft PDS allows our stakeholders and the community to consider how our proposed vision and priorities for the future reflect what our stakeholders have told us is important to consider.

  • The feedback we receive will help us continue to refine the PDS and the five key strategies that underpin our proposed vision and priorities as we plan for the Port of Hastings future.

  • We expect the final Port Development Strategy to be released in mid-2026.
